Hungarian Government Scholarships for International Students

Hungarian Scholarship Board Office offers scholarships for foreign students and lecturers in higher education institutions as well as research fellows who intend to gain further professional experience in Hungarian higher education institutions or research institutes. Scholarships can be applied for in two different ways:

1. Work plans and bilateral agreements: The Office of the Hungarian Scholarship Board (hereinafter HSB) welcomes applications by citizens of countries (and territories) that have a valid/effective educational work plan with Hungary, or a bilateral agreement signed by the Hungarian Ministry of National Recourses and the relevant ministry of the given country (or territory). Dissemination of all information regarding the application procedure and deadlines as well as assessment and shortlisting of applications is conducted by the scholarship authority or the Ministry of Education in the relevant home country (or territory). Applications forwarded by partner scholarship offices shall have a priority. However, applications submitted directly to the HSB Office shall also be accepted in the framework of the Pool system outlined below.

1. Scholarship Pool: In 2005 the Ministry of Education of the Republic of Hungary established the ‘Scholarship Pool’ allowing for applications for all HSB scholarship types from the following countries/territories:
   Albania, Argentina, Austria, Belgium, Brazil, Bulgaria, Canada, China, Cyprus, Croatia, Czech Republic, Denmark, Egypt, Estonia, Finland, France, Germany, Greece, Iceland, India, Indonesia, Ireland, Israel, Italy, Japan, Jordan, Korean Republic, Kuwait, Latvia, Lithuania, Luxembourg, Malaysia, Mexico, The Netherlands, Norway, Republic of Chile, Republic of the Philippines, Poland, Portugal, Russia, Romania, Singapore, Slovak Republic, Slovenia, Spain, Sweden, Switzerland, Syria, Taiwan, Thailand, Turkey, United Kingdom, United States of America.

Citizens of the following countries may only apply through their national scholarship offices, on the basis of bilateral agreements: Columbia, Yemen, Mongolia, Palestine and Vietnam.

Scholarship

The following scholarships are available in the academic year 2012-2013:

A. – semester/partial studies (3-10 months)

Available for: undergraduate (BA/BSc) and graduate (MA/MSc) students (enrolled at foreign higher education institutions), especially those majoring in Hungarian Language and Literature and students participating in a single degree track university programme (such as General Medicine, Dentistry, Pharmaceutical Studies, Veterinary Studies, Architecture, Studies in Law, etc.). Before application, students are required to have completed minimum two semesters at their home institutions. For ‘Type A’ scholarship students may apply only on one occasion during their Bachelor’s studies, and once during their Master’s studies.

B. – postgraduate studies, research (3-21 days or 1-10 months)

Available for: applicants holding a Master’s degree or an equivalent university degree, including PhD students who intend to do research for their dissertation and wish to stay in Hungary for less than 10 months. (However, PhD students cannot earn credits during the scholarship period at the host university.)

C/1. – full PhD programme (36 months)

Only students proficient in Hungarian can apply. The scholarship is conditional upon successful entrance exam / admission to the respective doctoral school.

C/2. – partial PhD studies (10 months)

Applicants must be enrolled in a PhD programme at an accredited higher education institution in their home country or in a foreign country (but not in Hungary).

D. – postdoctoral studies, research (1-10 months)

Applicants must hold a PhD or an equivalent degree.

E. – research stay (3-21 days or 1-10 months)

Available for associate professors or high-ranking academics as well as researchers holding minimum a PhD or an equivalent degree.

F. – summer courses in the summer of 2012 (2-4 weeks)

Only courses published in the list of ‘Summer Courses 2012’ on the HSB website can be selected. You may select three different courses but your scholarship will allow you to participate only in one course.

As well as these: Columbia, Yemen, Mongolia, Palestine and Vietnam, on the basis of bilateral agreements.

Non-eligibility:

• Foreign citizens with a residence/immigration permit or in the course of applying for such a permit in Hungary
• Foreign citizens with permanent residence in Hungary
• Foreign citizens employed on a permanent basis as defined by the Hungarian Labour Law
• Students in employment applying for part-time or correspondence study programmes
• Students applying for programmes not financed by the Hungarian State
• Students admitted to higher education host institutions where tuition fee is required.

Humane Studies Fellowships at IHS, USA

Institute for Humane Studies at George Mason University, USA, awards Humane Studies Fellowships of up to $15,000 for graduate or undergraduate study to graduate students and outstanding undergraduates planning academic careers with liberty-advancing research interests. The fellowships are open to students in a range of fields, such as economics, philosophy, law, political science, anthropology, and literature.

The program began in 1983 as the Claude R. Lambe Fellowships, and in 2010 we awarded more than 180 fellowships ranging from $2,000 to $15,000.

Past fellows have researched a variety of topics that explore historical and contemporary ideas that maximize freedom of action and support the rule of law:

• market-based approaches to environmental policy
• the legal development of privacy and property rights in 18th-century England
• the role of patient autonomy in bioethics
• impediments to economic growth in developing countries
• the relationship between U.S. presidential politics, fiscal policies, and economic performance

Research and Discussion Colloquia

 

Selected winners are invited to present and discuss their research at the annual Research Colloquium and to attend the Friedrich Hayek Discussion Colloquium.

Fellows also join a network of more than 10,000 IHS academics committed to the ideas of liberty and intellectual freedom.

Eligibility

 

Applications for the Humane Studies Fellowship will be considered from those who will be full-time graduate students or undergraduate juniors or seniors in the 2010-2011 academic year and have a clearly demonstrated research interest in the intellectual and institutional foundations of a free society.

Awards are based on academic or professional performance, relevance of one's work to the advancement of a free society, and potential for success.

Application Process

The deadline is December 31, 2010. Applications must be submitted through online application system.  If you have not already registered on TheIHS.org, the application requires a short registration process.

Supporting documents must be uploaded to the application as electronic files. We no longer accept supporting materials by mail. Please begin collecting supporting materials early, as certain items may take time to compile. Instructions for how to submit supporting materials are listed at the end of the online application.

You can list your recommenders on your application. We will send requests to these recommenders for their letters of recommendation only after you submit your application. The deadline for your recommenders to submit recommendations back to IHS is January 21, 2011.

AAUW 2011-2012 International Fellowships for Women

Visegrad Scholarship at the Open Society Archives

For a better and deeper understanding of the interdependent recent history of (the center of) Europe, the International Visegrad Fund offers ten research fellowship grants annually in the Open Society Archives at Central European University, Budapest on a competitive basis to support scholars who wish to conduct research in the holdings of OSA, and whose current research projects are relevant to the holdings and the given research priorities of the Fund and OSA. The grants of 2000 euro are designed to provide access to the archives for scholars, artists, and journalists, and to cover travel to and from Budapest, a modest subsistence, and accommodation for a maximum research period of two months.

Fellows are free to work on the project of their choice; however, in the academic year of 2010-2011, applicants with one of the following topics might enjoy advantage over other applicants:

1. Representations and interpretations of World War II and/or subsequent wars in Europe;
2. The complicated relationship between historiography/history writing and propaganda.

Successful candidates are expected to work on their projects, give a presentation at the Central European University within the framework of the Visegrad Fund Fellow Lecture Series, and produce a final grant report (in text or in audio-visual format) in English, which will be posted on the OSA/Visegrad Fund website.

Applicants, preferably but not exclusively, from a V4 country, may be researchers, students after their first degree carrying out research, or artists, journalists, academics, or others who have already started their project that is relevant for the holdings at OSA.

There are no deadlines in the research fellowship grant program. Applications are considered as they are received by the Selection Committee, which normally meets four times a year. Final notification is usually within three months of the date of submission.

Grant award procedure

The grants administration is carried out by the OSA Grants Administrators. The Call posted on the OSA and the IVF website is updated each year on February 15. Applications are sent to OSA via e-mail, checked for formal critera (application letter, research proposal, CV and names of 2 referees), then receipt of arrival is sent back to the applicant via e-mail. There is no application deadline.

The Jury meets four times a year to pass a decision which is then approved by the Council of Ambassadors:

• July 15 (scholarship period between September and December) - Council of Ambassadors at the end of July
• October 15 (scholarship period between December and March) - Council of Ambassadors at the end of October
• January 15 (scholarship period between March and May) - Council of Ambassadors at the end of January
• April 15 (scholarship period between May and July?) - Council of Ambassadors at the end of April

Members of the Jury are representatives of

• the International Visegrad Fund
• the Open Society Archives
• CEU History Department
• CEU Political Sciences Dept
• CEU Press

OSA does not host Grantees in July and August but there may be exceptions on an individual basis.

The Jury will check the applications against the following criteria:

• its relevance to the topic(s) identified in the call
• the academic merits of the proposal
• the novel and innovative character of the proposal
• the involvement of the OSA holdings in the research
• the eligibility of the candidate

After the decision is reached and approved by the Council of Ambassadors, the proposals with the names of successful candidates are posted on the OSA website. At the same time the Grants Administrators contact each successful candidate via e-mail.

Grants are paid in two installments: 75 per cent prior to or right at the beginning of the grant period, 25 per cent after the Grantee has given his/her final presentation at the CEU and has submitted his/her final report and this has been approved by all members of the Jury. The Grantee has a maximum of ten days to submit his/her final report to OSA after the end of the research period. The Jury has five days to approve or ask for improvements. After the final report has been approved, the last 25 per cent of the grant is paid out to the researcher and the report is posted on the OSA website.

European Institutes for Advanced Study Fellowship Programme

The European Institutes for Advanced Study (EURIAS) Fellowship Programme is an international researcher mobility programme offering 33 fellowships for the 2011/2012 academic year. It proposes 10-month residencies in one of the 14 participating Institutes: Berlin, Bologna, Brussels, Bucharest, Budapest, Cambridge, Helsinki, Jerusalem, Lyons, Nantes, Paris, Uppsala, Vienna, Wassenaar. The Programme builds on the strong reputation of the Institutes for Advanced Study for promoting the concentrated, self-directed work of excellent researchers within the stimulating environment of a multidisciplinary and international group of fellows.

EURIAS Fellowships are mainly offered in the fields of the humanities and social sciences but may also be granted to scholars in natural and exact sciences, if their proposed research project does not require laboratory facilities. The diversity of the 14 participating IAS - which have agreed on a common selection procedure - offers a wide range of possible research contexts in Europe for worldwide scholars. Applicants select up to three IAS outside their country of nationality or residence as possible host institutions.

The Programme welcomes applications worldwide from promising scholars at an early stage of their careers as well as from established senior researchers.

Application assessment

The selection of applicants who are eligible for a fellowship is competitive, merit-based and conducted through an internationally independent and recognised peer review process.

The EURIAS Fellowship Programme undertakes a detailed qualitative assessment according to the following criteria:
– Scientific excellence of the applicant
– Quality of the proposal (innovative, path-breaking, high-impact)
– Ability to carry out the research proposal
– Theoretical and methodological framework of the research proposal
– Impact beyond intra-disciplinary specialisations
– Interdisciplinary potential of the research proposal
– Significance of the research proposal for the international academic community
– Relevance of a residency in an Institute for Advanced Study for the research project
– Expected impact of the fellowship on training and career development
– Proven language capacity (most IAS operate in an English-language environment, but research can be conducted in any language, and language diversity is welcome).

EERC Research Grant Competition 2010

The Economics Education and Research Consortium (EERC) announces its Fall 2010 research grant competition. Proposals are solicited in the following five areas with relevance to current policy concerns in the Commonwealth of Independent States:

    * Enterprises and product markets
    * Labor markets and social policy
    * Macro financial markets and open economy
    * Public economics
    * International trade and regional integration

Please note: We encourage proposals for policy-relevant research on the border of economics and other disciplines, such as political science, sociology, demography, geography and ecology.

Grants of up to $12,000 are awarded to individual researchers or small research teams (up to 3 persons) for up to 18 months. Grant size depends on the number participants and specific budget requirements of the project.

The best research teams will be invited to present their projects at the EERC research workshop in December 2010 in Ukraine (tentatively planned for December 18-20). Heads of projects must attend the workshop in order to be considered for a grant.

Hong Kong PhD Fellowship Scheme 2011

Established in 2009 by the Hong Kong Research Grants Council (RGC), the Hong Kong PhD Fellowship Scheme (HKPFS) aims at attracting the best and brightest students in the world to pursue their PhD programmes in Hong Kong’s institutions.

The Fellowship
The Fellowship provides a monthly stipend of HK$20,000 (approximately US$2,600) and a conference and research related travel allowance of HK$10,000 (approximately US$1,300) per year for the awardees for a period of three years. About 135 PhD Fellowships will be awarded each academic year (academic year in Hong Kong normally starts in September). For awardees who need more than three years to complete the PhD degree, additional support may be provided by the chosen institutions. Eligibility

Those who are seeking admission as new full time PhD students in Hong Kong institutions funded by the University Grants Committee (UGC), irrespective of their country of origin and ethnic background, should be eligible to apply. Applicants should demonstrate outstanding qualities of academic performance, research ability / potential, communication and interpersonal skills, and leadership abilities.

Selection Panels
Shortlisted applications, subject to their areas of studies, will be reviewed by one of the two HKPF Selection Panels with experts in the relevant broad areas — one for science, medicine, engineering and technology and another one for humanities, social science and business studies.

Selection Criteria
While the academic excellence is of prime consideration, the Selection Panels will take into account, but is not limited to, the four yardsticks below for the selection of candidates:

1. Academic excellence;
2. Research ability and potential;
3. Communication, and interpersonal skills; and
4. Leadership abilities.

Applicants may choose up to two programmes in one or two institutions for PhD study in their HKPFS applications. They are also required to submit application(s) for PhD admission to the relevant institution(s) directly for their selected programme(s). Doctoral Schools/International PhD Courses at the University of Padova

The University of Padova, Italy, through the funding of the Fondazione Cassa di Risparmio di Padova e Rovigo, offers research fellowships for foreign students to attend Doctoral Schools/International Courses.

For the academic year 2010/2011 Università degli Studi di Padova, Italy, offers 15 research fellowships for foreign students to attend Doctoral Schools/International Courses (see annex 1 at the University website for the full list of doctoral schools and international doctoral courses and related research lines).

The duration of the doctoral courses is three years, starting on the 2nd January 2011 and ending on the 31st December 2013. Each position will be covered by a scholarship of 13.638,47 Euro (before tax) per year, fully funded by Fondazione Cassa di Risparmio di Padova e Rovigo. During the 3-year doctoral programme (2011-2013), the successful candidates will be offered full board and lodging at the ESU – Azienda Regionale per il Diritto allo Studio Universitario. The connected charges will be covered by Università degli Studi di Padova through Fondazione Cassa di Risparmio di Padova e Rovigo.

ELIGIBILITY CRITERIA
Applicants are required to meet the following criteria in order to be eligible:
- To have foreign (non-Italian) citizenship;
- To have foreign (non-Italian) residence. Candidates must be in possession of this requirement within the deadline date.
- To have a foreign (non-Italian) academic qualification acknowledged as equivalent to the Diploma di Laurea/ Laurea Specialistica/Magistrale (at least four years of full time university education and allowing to apply for doctoral schools in the country where it was obtained). The acknowledgement of the equivalence of the academic degree will be done by the relevant body of the Doctoral School/International Course, for the sole purpose of this competition.
 

HOW TO APPLY
The application to the competition, written by filling in the relevant forms available at the website: http://www.unipd.it/en/doctorates/grants.htm must arrive within the 2nd September 2010 in two original copies and must be accompanied by the following documents:
- A Curriculum Vitae (see forms A1, A2 and B3) describing the main educational and work experiences as well as the list of publications;
- Study/Research plan (see form B1)
- Personal Statement (see form B2)

- Two letters of reference by professors or experts who have supervised the research and study activities of the candidate. Each of this letters must be put in a sealed envelope signed by the professor/expert and sent along with the application form;
- Two Certificates of the academic degree with the list of the examinations and of the marks and any other certificate that can be helpful for the evaluation of the candidate (e.g. linguistic competences, awards etc.)
- Two copies of the abstract of the thesis (between 3 and 10 pages), if a thesis was written in order to achieve the degree.
 

If the above documents are not written in Italian or English language, they must be accompanied by a translation in Italian or English language.

SCHOLARSHIPS
The amount of the scholarship is 13.638,47 Euro per year. Scholarships are paid by monthly instalments. The first instalment is paid on the month following the actual beginning of the course. The fruition of the scholarship is conditional on the compliance with the provisions of Annex 2 – General Terms and Conditions for Fellowship.
 

The amount of the scholarship is increased by 50% for periods of study abroad, excluding the official country of residence of the doctoral student. The periods of study abroad must be authorized by the competent body of the School/International Course.
 

BOARD AND LODGING
The successful candidates will be offered full board and lodging at the ESU – Azienda Regionale per il Diritto allo Studio Universitario for the three-year period of the scholarship (2011-2013).
 

ATTENDANCE FEES
The successful candidates will be exempted from paying attendance fees.
 

DOCTORAL STUDENTS’ DUTIES
Doctoral students must carry out regularly the activities pertinent to their approved research plan and, at the end of each year, they must present a report regarding the activities performed to the Doctoral Council of the School/International Course. At the end of the three-year programme, they will also have to present a Doctoral thesis with original contributions.
 

The relevant body of the School/International Course decides about the admission to the following year on the basis of the evaluation of the work performed by the PhD student. The relevant body of the School/International Course may, with a justified decision, suggest to the Rector the exclusion of the student from the Doctoral School/international Course.

The degree of “Dottore di ricerca” is attained once the final exam has been passed. This exam consists of a discussion with the candidate on his/her thesis and it can be repeated only once.

PhD Researcher in European Integration

The Institute for European Integration Research (EIF) of the Austrian Academy of Sciences now invites: applications for the position of full-time researcher at the post-doctoral level. Beginning of the employment period: summer/autumn 2010. Duration of appointment: 1-2 years, extension possible. Remuneration: based upon seniority.

The Institute for European Integration Research (EIF) of the Austrian Academy of Sciences (www.eif.oeaw.ac.at) focuses on the policies of the European Union and their direct and indirect effects on both the national and global levels. Political science is our disciplinary basis for theoretically-oriented empirical research that frequently compares EU policy areas. EIF researchers regularly publish in SSCI journals such as JCMS, JEPP and WEP. Recent books and chapters from our team have been published by Oxford University Press, Ashgate and Routledge.

EIF contributes to the academic community with high-quality open source publications, research databases and state-of-the-art analyses. Through cooperation with national and international partners, EIF is responsible for the editorial management of two peer-reviewed journals published in the English language, European Integration online Papers (EIoP) and Living Reviews in European Governance (LREG).

Preferred applicant profile: PhD in political science with specialisation in European integration with a focus on one or several EU policy areas (preferably those not yet studied at EIF).

Carnegie Research Fellowship Program 2010

The National Council for Eurasian and East European Research is pleased to announce the competition for the Carnegie Research Fellowship Program in the United States for the next academic year. Scholars of the humanities and social sciences from eligible regions may apply for individual, non-degree research opportunities at universities and institutes in the United States. This competition selects university faculty, researchers, advanced graduate students, and scholars in the social sciences and humanities from the Russian cities of Kaliningrad and Rostov-na-Donu, as well as scholars from Armenia, Azerbaijan, Belarus, Georgia, Moldova and Ukraine.

Eligible applicants:

- Advanced graduate students, university faculty and scholars at any stage in their careers who have not recently conducted research projects at U.S. institutions.

- Scholars who hold a “Kandidatskaya” degree or higher, or who are working towards a “Kandidatskaya” degree at the time of application.

Participants in the CRFP will receive the following:

1) round-trip airfare from their home cities to their host universities in the United States;

2) a pre-departure orientation, and an orientation program in either Seattle or Washington D.C.;

3) a monthly stipend;

4) health insurance;

5) access to libraries and archives, and alumni activities.

Additionally, all CRFP scholars will be eligible for a scholar development fund to aid in purchasing books, technology, and other research tools, or to attend a conference and become affiliated with professional groups in the United States. 

Established in January 2001 by the Carnegie Corporation of New York, the Carnegie Research Fellowship Program brings Russian and former Soviet scholars to the United States for short-term, non-degree research at American universities and research institutions. All fellows spend up to four months at their host universities conducting research on specific topics in their fields and write a 15 to 30-page academic paper for presentation upon the fellow's return home. It is expected that returning fellows will actively participate in the development of the program activities of the CASE with which they are affiliated. Fellows are also expected to present their work at conferences and receive peer evaluation of the results of their research.

A select number of successful participants are designated as George F. Russell fellows and placed at the University of Washington.
